Mold Removal in Westwego Through the City's Own Permit Desk
A removal that takes off the later layer trapping water, the drywall behind it, and puts back a wall that can dry the way the original could.

Tell us what you can see or smell, roughly where in the house it is, and whether the house is raised or on a slab. Those three things narrow it more than the size of the patch does, because they point at how the water is arriving rather than where it ended up.

Westwego's permit desk and the pre-1976 question
Westwego is its own city, so the permit comes from its own desk rather than Jefferson Parish, even though the parish surrounds it. Ask the contractor to name it. Check the scale: a mold remediation job over $7,500 in Louisiana needs a licensed contractor and a written report, and the assessment belongs with a different firm. And think about the pre-1976 question. On a house built before the city's first flood map, a rebuild large enough to count as a substantial improvement in a mapped high risk zone can bring the federal elevation rule with it, and the city decides that.
Which layer is being removed
Wallcovering, paint, drywall, insulation. The scope should say which, and why each one has to go.
What finish goes back
A permeable finish on the room side, not another vinyl sheet. Otherwise the removal rebuilds the fault.
Whether the city needs to review the rebuild
Westwego permits its own work. On a pre-1976 house in a mapped zone, a large rebuild can raise the elevation question.
Westwego's rating, map date and unmitigated houses

Westwego records 209 National Flood Insurance Program multiple loss properties, of which 183, 88 percent, predate the city's first flood insurance rate map of December 28, 1976, the latest first map date on the south shore. Only 17 have been mitigated.

The LSU AgCenter states that any moisture that gets in a wall must be able to dry to the inside, that the interior side of the wall should be as permeable as possible, and lists what that rules out: no vinyl wallpaper, no oil-based interior paints and no interior vapor barrier on insulation.

Federal regulation 44 CFR 60.3(c)(2) requires that all new construction and substantial improvements of residential structures within Zones A1-30, AE and AH on a community's flood insurance rate map have the lowest floor, including basement, elevated to or above the base flood level.

What mold removal involves in Westwego

Taking back what was added to a Westwego wall
Removal on an original Westwego wall is often about taking back what was added to it. When the growth sits on the cavity side of a vinyl wallcovering or behind an oil-based repaint, the scope is that layer, the drywall it ruined, and any insulation in the bay, with a method and a quantity for each. What goes back should be the permeable finish the LSU AgCenter recommends for the room side of a wall in this climate. Only 17 of Westwego's 209 repeat-loss properties are recorded as mitigated, so most houses on that list have had nothing recorded done to them, and a removal can be the first time anyone has looked inside the wall.

Is the growth behind paper or paint?
Tell us what the finish is. On an original Westwego wall it usually decides what the removal takes off.
Westwego removal questions about permits and finishes
Does Westwego use Jefferson Parish for permits?
No. Westwego is an incorporated city with its own permit desk and its own flood rating, Community Rating System Class 7, worth 15 percent inside the special flood hazard area. Addresses in the unincorporated areas around it go to the parish, so check which side of the line you are on.
Can the company that surveyed the house do the removal?
Not on a job Louisiana's statute reaches. R.S. 37:2158(A)(19)(c) makes it a violation for a mold remediation contractor to perform both mold assessment and mold remediation on the same property, and subsection (d) closes the version where one owner holds both firms. Keeping the two apart at any price is what makes the survey's scope worth trusting.
Send the Westwego scope, or the wall as it looks now
A person reads it and arranges a remediator with the license the job needs.
