Chalmette is unincorporated and St. Bernard Parish is the permitting and floodplain authority for the whole town. The parish takes part in the National Flood Insurance Program but holds no Community Rating System class, so unlike Jefferson or St. John there is no rating discount to be had anywhere in it, whatever anyone tells you about an upgrade paying for itself. What marks Chalmette out is how much has already been done to it: 145 of its 429 repeat-loss properties are recorded as mitigated, 34 percent, against 8 percent in New Orleans, and 989 homes were built between 2010 and 2019. Federal regulation 44 CFR 60.3(c)(5) requires that fully enclosed areas below the lowest floor which are subject to flooding be designed to automatically equalize hydrostatic flood forces by allowing the entry and exit of floodwaters, and sets the minimum criteria as a minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding, with the bottom of all openings no higher than one foot above grade.

The same guidance notes that in flood-prone areas of the United States local codes may require the installation of flood vents that allow water to pass freely into and out of a foundation to equalize pressure on the foundation walls, and advises choosing flood vents designed to reduce standby air leakage.
