Federal regulation 44 CFR 60.3(c)(5) requires that fully enclosed areas below the lowest floor which are subject to flooding be designed to automatically equalize hydrostatic flood forces by allowing the entry and exit of floodwaters, and sets the minimum criteria as a minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding, with the bottom of all openings no higher than one foot above grade.
